Google Adsense More Selective For Approved Their Publisher

At the present time google seems to grow selective in approving the publisher who wants to work with him. It was felt many people who wrestle with the world of advertising.

Why is this happening?
This is possible because of sophisticated robotic systems google and some TOS that is not explained in writing on the part of google itself.

On the publisher own quite a few are trying to play dirty like:
